Orange County Waste & Recycling: Project Manager (Construction/Landfill)

OCWR has an exciting opportunity for an experienced Project Manager supporting the PMO. The selected candidate will be a satellite employee stationed at the South Region / Prima Deshecha Landfill and reporting to the Region’s assigned Sr. Project Manager.


The Project Manager will be responsible for, but not limited to:

  • Independently managing a broad range of landfill related horizonal, maintenance/repair, operations, and capital projects (includes both public works and non-public works projects).

  • Managing service contracts (landfill gas, liquids management, habitat maintenance, pest abatement, etc.), facilities maintenance/repair (paving, painting, fencing, HVAC, tenant improvement, etc.) and moderately technical and complex capital projects.

  • Projects from inception to completion, utilizing tools and techniques derived from the Project Management Book of Knowledge (PMBOK) developed by the Project Management Institute (PMI).

  • Managing all project phases that include initiating, planning, executing, monitoring, controlling and closing.

  • Supporting the Department and Landfills to ensure compliance with legislative and environmental regulations specific to the solid waste industry.

  • Overseeing complex landfill maintenance, repair, facilities and capital improvement design, planning, and construction projects.

  • Authoring Scopes of Work, Request for Proposals, Contract Task Orders, Agenda Staff Reports and contract agreements.

  • Serving as Subject Matter Experts on various Department committees and initiatives.

  • Drafting, negotiating, and executing different contracting vehicles that include Purchase Orders, Regional Cooperative Agreements, Job Order Contracts, Design-Bid-Build, Design-Build, Construction Manager at Risk, Landfill Service Contracts, A-E On-Call Contracts, Task Orders, and other Special Service Contracts.

  • Proficiently using scheduling software and/or specialized project management software.

  • Utilizing templates for planning, executing, controlling, and reporting on the performance of each capital project.

  • Working with real property transactions and public property permits.

  • Managing typical OCWR construction projects that range from medium ($500K-$2M) to large ($2M+), including public works projects as well as non-public works projects such as maintenance and repair projects.

  • Other duties as assigned.
